The Prime Minister Dinesh Gunawardena stated at the Parliament on 08.08.2023 that the Private Member's Motions submitted to the Parliament on Revisions of Pradeshiya Sabha, Urban Councils, Municipal Councils were not submitted by the government and the government always respects the judgement of the Supreme Court. The Prime Minister further stated that the rights of the Private Members of Parliament are protected as seniors by allowing them to submit proposals. However, he also stated that Members of Parliament cannot personally do whatever they want.
He stated this in response to a question raised by the Chief Opposition Whip when the Speaker presented the judgement of the Supreme Court regarding the Private Member's Motions to the parliament. The Chief Opposition Whip asked whether the government is ready to hold a two-thirds vote and a referendum to pass these Private Member's Motions, as indicated in the Supreme Court judgement.
Prime Minister Dinesh Gunawardena also stated the following.
“The government has never acted as an initiator of this bill. So the government always respects the judgment given by the Supreme Court. Hon. Speaker, Private Members of Parliament can present anything. The Chief Opposition Whip knows what happened to the constitution when Mr. Attanayake (Minister) submitted revisions at that time. Therefore, as seniors we can allow Private Members of Parliament to act as per their rights. However, they can't do whatever they want."
