Vision
"A productive public service through provision of official quarters"
Mission
"Providing all the government quarters regulated under the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government for public officers on service requirements and improving the infrastructure facilities of those government quarters and fostering the background required for a productive public service through implementation of all the functions related to the housing projects- Nila Piyasa and Nila Sevana carried out under the Ministry"
Objectives
- Allocation of government quarters for public officers and maintenance of those houses.
- Performance of all the management and administrative functions related to the housing projects carried out under the Ministry and coordination with the relevant parties.
- Carrying out the activities relevant to General Service Quarters. The term “Government Quarters” includes any type of accommodation belonging to the Government, allocated for the purpose of temporary residence based on the service requirements of public officers.
Two units namely Development and Housing are functioned under this division and the functions of these two units are as follows.

Government Quarters
The term “Government Quarters” includes any type of accommodation belonging to the Government, allocated for a public officer for the purpose of temporary residence based on the service requirements. All Government Quarters fall under the classification “Scheduled Quarters” or “General Service Quarters”.
- Scheduled Quarters- a residence assigned to a particular post or grade within a Ministry or Department
- General Service Quarters - Quarters which are allocated for the purpose of fulfilling the housing needs of all the officers who are not serving in posts or grades which are entitled to Scheduled Quarters.
Accordingly, function of the Housing Unit is to carry out the activities relevant to General Service Quarters of the Government.
Matters taken into consideration when allocating Government quarters for public officers
- Only the officers who are registered in the waiting list would be considered for the allocation of Government houses.
- Government officers who are included in the waiting list should have satisfied following requirements in addition to the provisions in Chapter XIX of the Establishments Code.
- Rental for Government quarters is 12.5 % of the occupant's monthly salary.
Maintenance of Government Houses
- Maintenance of all the Government houses except the houses allocated for the Hon Ministers /Deputy Ministers is done by the Housing and Development Division of this Ministry.
- Maintenance of the government quarters allocated to Hon. Ministers and Deputy Ministers is carried out by the relevant Ministry as per P.A. Circular 27/2010 subjected to the prior approval of this Ministry.
Recovery of possession of Government quarters
- It is the responsibility of all the occupants to return the possession of the government quarters in the formal manner along with the relevant clearance reports of water and electricity bills in respect of the period of possession, at the end of the due period.
- A legal notice to return the possession of the house shall be issued to an occupant if he fails to return the possession of the house in the formal manner at the end of the due period.
- If the occupant does not take action even after the issuance of such legal notice, action shall be taken to evict him/her from the house following a legal action taken under the Recovery of Possession Act No. 07 of 1969.
- The occupants who continue to overstay their tenure in the government quarters shall also be subjected to penal rent which shall be a sum equivalent to the current market rent of the quarters as assessed by the Chief Valuer of the Government plus eight percent (8%) of the officer’s salary.

- The construction work of the housing projects in Habaraduwa and Wakunagoda in Galle district, commenced under this project has been completed up to date.

Summit Flats, Keppetipola Mawatha, Colombo 05
Official Quarters at the Summit Flats at Keppetipola Mawatha Colombo 5, which are under the Ministry in charge of the subject of Public Administration, are allocated under the provisions of the P.A. Circular No. for the occupation of the public officers in Executive category, who satisfy the following qualifications.
Basic Qualifications :
- Being a public officer as defined in the Constitution. Further, the said public officer shall be a public officer in active service holding an Executive Grade post as per Public Administration Circular 03/2016 (Salary Revisions) dated 25.02.2016.
- Working at a service station within Colombo district.
- The air fly distance from the place of work to the permanent place of residence (as per the particulars of voters’ registration) measured using Google map should be more than 20 km.
- Applicant or spouse of the applicant should not have occupied government Summit Flats at any previous occasion.
- Non-existence of official quarters reserved in the name of the applicant or the spouse of the applicant as at the date of applying.
- When both the applicant and the spouse of the applicant are public officers, only one person can apply for quarters.
- The department or ministry to which the workplace of the applicant belongs should not have government official housing scheme projects.

"Nila Piyasa" Housing Complex in Gampaha District
The official quarters under "Nila Piyasa" Housing Complex in Gampaha district under the purview of the Ministry of Public Administration will be allocated for occupation as per Public Administration Circular 20/2023 to the Executive Grade officers in public service who fulfill the following basic qualifications.
Basic Qualifications :
- Should be a public officer in active service holding an executive grade post as mentioned in Public Administration Circular No: 03/2016 (Salary Reforms) dated 25.02.2016
- Should be serving in Colombo or Gampaha district.
- Should not be holding a post for which scheduled quarters are entitled at the time of submitting the application.
- Non-existence of official quarters reserved in the name of the applicant or the spouse of the applicant at the time of applying.
- When both the applicant and the spouse of the applicant are public officers, only one person can apply for quarters.

“Nila Piyasa” – Official Quarters Project for Public Officers
This housing project which is proposed to be implemented as one project per every district with the objective of providing accommodation facilities for public officers, is proposed to be completed within five years and it has been planned to complete the construction work of five districts within one year. It has been scheduled to carry out the construction work in the following districts under the first phase.
Monaragala district
The contract relevant to the construction of a building related to this official quarters project has been awarded to the Central Engineering Consultancy Bureau and the consultancy service provider is the Engineering Service - Uva Provincial Council.

The contract relevant to the construction of a building related to this official quarters project has been awarded to the Central Engineering Services (Pvt.) Ltd. and the consultancy service provider is the Engineering Service - Western Provincial Council.

Internal Administration Division
Introduction
The Internal Administration Division which has been entrusted to fulfill a prominent role In the Ministry of Public Services, Provincial Councils and Local Government, which is considered as “Mahagedara” of the public service, is vested with the role of provider of facilities to the officers and staff of the Ministry. This division ensures the establishment of an environment, which provides direction and support to the public and any party who come to obtain services whilst establishing proper coordination between each division, providing necessary infrastructure facilities and ensuring the proper maintenance of the premises of the Ministry.
The Internal Administration division, which functions under the direction of the Minister in charge of the Ministry, with the leadership of the Secretary and under the direct supervision of an Additional Secretary, consists of well experienced senior officers and a staff who possess sound knowledge required for performing the tasks related to the Internal Administration division.

Objectives

- Preparation of estimates, inviting bids, maintenance activities and control of expenses in relation to the provision of infrastructure facilities of the Ministry (buildings, water, electricity, telephone).
- Activities related to registration, assigning, insurance, maintenance and fuel of all the vehicles in the Ministry and activities related to supply of pool vehicles.
- Activities related to appointment of the Advisors to Hon Ministers and their temporary staffs.
- Coordination of the activities in relation to Parliamentary Consultative Committee, Petitions Committee, Human Rights and Political Victimization.
- Maintenance of the tappol in a proper manner.
- Activities in relation to conducting and continuing meetings of staff officers and managing the auditorium.
- Activities in relation to maintenance of the record room.
- Maintenance of the Inquiries Counter and the Telephone Exchange.
- Translation activities.
