Information Technology Division
The Information Technology which is responsible for management of the information and communication technology infrastructure including Website, Local Area Network, Performance Monitoring System, Lanka Government Network, Public Administration Circular Database, Public Addressing System, and Computer Hardware and Software Management, ICT Procurement of the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government, involved with various reform oriented ICT Project Management.
Functions
- Provision of email and Internet service to the staff of the ministry
- Development and maintenance of the ministerial web site
- Development of databases and relevant software for the branches of the ministry
- Maintenance of the computers and Local Area Network of the ministry
- Training of the ministerial staff to increase the IT literacy
- Distribution of PA Circulars through mail, email and Internet
- Providing IT based services to the public sector agencies.

Objectives
- To identify Training requirements of the officers in the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government to facilitate and conduct training programs.
- Fair distribution of Foreign and Local Training opportunities.
- To utilize the government fund effectively.
- To motivate the staff to enhance the effectiveness and productivity of the services delivered.
Key Functions
- Identification of local and foreign training needs of all the officers serving under this Ministry.
- Dealing with duty leave to be spent out of Sri Lanka, of all the officers serving in departments and other institutions belonging to this Ministry.
- Making the officers aware of long term foreign training courses received through Department of External Resources.
- Taking action regarding the nomination of suitable officers for short term foreign training programmes.
- Collecting information and maintaining data bases in order to provide reports/ information required for selecting suitable officers for short term foreign training programmes.
- Information with regard to foreign training programmes in which the officers have participated.
- Information with regard to qualifications of the officers (educational, English language proficiency)
- Obtaining foreign training opportunities through preparing the required reports/proposals together with donor agencies.
- Dealing with foreign training opportunities received directly
- Taking follow up actions to examine the way in which the officers apply knowledge and experience gained from the foreign training programmes, for the development of their institution.
- Making the officers aware of and directing them for local long term training opportunities ( post graduate degrees and post graduate diplomas)
- Obtaining training opportunities contacting local training institutes.
- Collection of necessary information for a financial control over settling fees of the training courses and maintaining data bases.
- Taking Actions with regard to settling fees of the local training courses of the officers belonging to this Ministry.
- Identification of the language training needs of all the officers serving under this Ministry and implementing the programmes required to meet them.
- Organizing outbound training programmes.
- Taking action with regard to re-establishment of Public Service Training Institute.
- Providing facilities for conducting training programmes for non-managerial public officers at district level.
- Preparation of suitable training programmes and introduction of training policies for officers at non-managerial level in the public service.
- Carrying out an overall evaluation of existing training workshops and maintaining reports.
- Calling estimates for training courses relevant to districts and making provisions for them.
- Identifying training needs for resource persons and coordination of activities with regard to directing them for relevant training courses.
