General Definition on the role entrusted
The role of Sri Lanka Information and Communication Technology Service is to utilize Information and Communication Technology to build up an excellent public service in order to make the service, expected from the public service in the Democratic Socialist Republic of Sri Lanka, a reality by maintaining a proper relationship and coordination with internal external institutions which assist in implementing the policies and using new trends of information and communication technology filed, being the foremost service in implementing the policies of information and communication technology of the government.

Recruitment
Recruitments under open and limited stream shall be made for Class I, Grade III of Sri Lanka Information and Communication Technological Service, Grade III of Class 1, Grade II of Class 2, Grade III of Class 3.
- Shall be selected from those who fulfil qualification on the basis of the results of open competitive examinations conducted by the Commissioner General of Examination on behalf of the appointing authority or by any other suitable institution decided by the appointing authority, which is held after calling applications by publishing in the Gazette of Democratic Socialist Republic of Sri Lanka.

Note: If the number of persons eligible for appointment to the posts in Grade II of Class 2 and Grade III of Class 1 on the results of limited examination is less than 30% of the vacancies, the difference between the 30% and the number of persons eligible for appointment will be met from the persons eligible at the Open Competitive Examination.
Qualifications:
Grade III of Class 3
Educational Qualifications
- Shall have passed six (06) subjects with five (05) credit passes including Language, Mathematics and English at the G.C.E (O/L) examination in not more than two sittings.
Professional Qualifications
- Shall have followed and completed a Diploma/ Higher Diploma or any other course at higher level relevant to Computer Science/ Information Technology/ Information and Communication Technology from a University recognized by the University Grants Commission or a degree awarding institution recognized by the University Grants Commission
or
- Shall have followed and completed a Diploma or a higher course or a course of which the duration is not less than 1500 hours in the field of Computer/ Information Technology/ Information and Communication Technology which is recognized by the University Grants Commission
or
- Shall have completed, obtained following qualifications from an institution recognized by Tertiary and Vocational Education Commission or a statutory institution which has been established by an Act passed by the Parliament
I. National Vocational Qualification (NVQ) five (05) or higher NVQ certificate in the field of Computer/ Information Technology/ Information and Communication Technology
or
II. A course in the field of Computer/ Information Technology/ Information and Communication Technology which the duration is not less than 1500 hours
Grade II of Class 2
Recruitment under Open Stream - Educational Qualifications
- Shall have obtained a degree in Computer Science/ Information Technology from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission
or
-
I. Shall have obtained a degree with Computer Science/ Information Technology as a major subject from University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission (at least 1/3 of the degree should be comprised of Computer Science/ Information Technology)
and
II. Shall have obtained a post graduate diploma in Computer Science/ Information Technology obtained from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission
or
-
I. Shall have obtained a degree from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission
and
II. Shall have obtained a post graduate degree in Computer Science/ Information Technology obtained from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission
Recruitment under Limited Stream - Experience
-
I. Shall be an officer in Class 3 Grade I or Grade II of the service and should not have been subject to a disciplinary punishment in terms of the provisions set out in Public Service Commission Circular No. 01/2020.
or
-
I. Shall be a confirmed officer in appointment who has completed an active and satisfactory period of service of 05 years in Class 3 Grade III of the service and should not have been subject to a disciplinary punishment in terms of the provisions set out in Public Service Commission Circular No. 01/2020.
and
II. Shall have satisfied the educational qualifications in 7.3.1.2.1 of this service minute.
Grade III of Class 1
Recruitment under Open Stream - Educational Qualifications
- Shall have obtained a degree in Computer Science/ Information Technology/ Computer Engineering Science or degree related to Computer Technology from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission
or
-
I. Shall have obtained a degree from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission (at least 1/3 of the degree should be comprised of Computer Science/ Information Technology)
and
II. Shall have obtained a post graduate diploma in Computer Science/ Information Technology obtained from a University recognized by the University Grants Commission or a Degree Awarding Institution recognized by the University Grants Commission
Recruitment under Limited Stream - Experience
-
I. Shall be an officer in Class 2 Grade I of the service and should not have been subject to a disciplinary punishment in terms of the provisions set out in Public Service Commission Circular No. 01/2020.
or
-
I. Shall be an officer in Class 2 Grade II who has completed an active and satisfactory period of service of 05 years in the service and should not have been subject to a disciplinary punishment in terms of the provisions set out in Public Service Commission Circular No. 01/2020.
and
II. Shall have satisfied the qualifications mentioned in 7.4.1.2.1.
and
III. Shall have passed the efficiency bar examination prescribed for that grade.
